Highbury Barn Christmas Lights switched on by Nick Hornby

We managed to dodge the end of the Arsenal game and had a celebration of carols and lights.

We would like to thank Nick Hornby, author and local residents for switching them on and the St Joan of Arc Church Choir for fantastic carol singing.

The event, was supported by the Council and local traders .

Cllr Terry Stacy said “The sense of community at the barn grows stronger every year and we are pleased that the Christmas lights have proved to be so popular. They really do make our small local shopping parade feel like Christmas.”

Bid to save historic statue

Local councillors have joined residents in a bid to save a historic statute on the Highbury Quadrant Estate. The statue called ‘neighbours’ was erected 50 years ago when the Estate was built. The statue is in a poor condition and is in desperate need of repair. Laura Willoughby has supported a petition collected and signed by local residents calling for the statue to be repaired.

Cllr Laura Willoughby, said: “This statue is a much loved local landmark and residents want to see it protected. The statue has been there since the estate was built 50 years ago and it’s starting to show its age. The statue needs to be repaired urgently and the local Lib Dem councillors are committed to making sure that happens.”

Rebecca Hodgson, Chair of the TRA said: ‘Restoring The neighbours statue is an end in itself - it really does need some attention - but it also symbolizes the TRA’s aspirations to reinvigorate a sense of neighbourliness on Highbury Quadrant. We have a rich history of community activity on the estate, and real potential for a future that lives out the community spirit of those first residents - but translated into a 21st century context.’

Don’t forget to recycle your christmas tree!

Okay I know you may not even have bought yours yet but we thought that before you do we would remind you that we can recycle real trees. This year we are aiming to recycle (compost) more Christmas Trees than ever.

    Christmas tree collection arrangements this year will be as follows:

Residents in street facing properties (those on the green box / weekly clear sack recycling scheme) can place their Christmas tree out on their normal recycling collection day. It will be collected by a separate collection crew later in the day and NOT by the normal recycling / green waste / food waste vehicle.

This service will be in place for two weeks from Monday 5th January to Friday 16th January. We will review the position then, but at present, any remaining Christmas trees after that date will be collected by the normal commingled/garden waste recycling vehicles and will still be composted.

HfI have their own arrangements for collections and HfI estate residents should contact their caretaker to have their tree collected.

There are four public Christmas tree recycling sites open between Saturday 3rd January and Sunday 18th January. These are:

  • Elthorne Park
  • Barnard Park
  • Kings Square
  • Rosemary Gardens
  • The Household Reuse and Recycling Centre also accepts Christmas trees all year round.
  • Remember:

  • All decorations should be removed and will otherwise be classed as contamination, preventing the tree from being recycled.
  • Trees should not be dumped on the pavement or at recycling sites. These may be collected as fly-tips and may not be recycled.

    In accordance with the Town and Country Planning Act 1990 Upwood Properties Ltd is appealing against the decision on site at 106, Highbury Park, Islington, London, N5 2XE (Planning application number: P081096) The Department for Communities and Local Government is considering an appeal against this Council’s decision to refuse permission (dated 14 July 2008) for the following development: 

      Erection of roof extension; new shop front and conversion of the upper floors to provide two self-contained flats and one studio flat.

    The appeal will be dealt with by means of a Public Inquiry.     More Police for Finsbury Park

    Laura talks to police Islington’s Liberal Democrat-run council has welcomed news that Mayor Boris Johnson has agreed funding for extra transport police at Finsbury Park.

    Finsbury Park station will in future have a dedicated team of Police officers based permanently at the bus station starting in the next few months. They will patrol the tube and overground stations too as well as the area around the station .

    Liberal Democrat Councillor Laura Willoughby who has been a longstanding resident of Blackstock Road and Finsbury Park said: “This new police team is a welcome boost for the ongoing improvements the Council is making around Finsbury Park.

    The Liberal Democrat council has already invested money in a special policing team for Nag’s Head and Finsbury Park, the North Islington Problem Solving Team, funded new lighting in Seven Sisters Road under the railway bridge and is working with businesses to make Blackstock Road a safer place .

    These changes are already making people feel safer and making Blackstock Road and Finsbury Park a place people really want to visit, live and work in.“

    Action taken against backpackers hostel

    As a result of complaints by local residents and Liberal Democrat Councillors, the Council is preparing to take tough action against a backpackers’ hostel in Highbury whose rowdy residents have caused sleepless nights for neighbours.

    Up to 16 people have been renting out rooms in Canning House – a family home in Canning Road, N5. Nearby residents have complained about broken sleep because of late-night revelry and littering and rubbish overspilling bins in the front garden. They presented a petition to the council outlining their concerns.

    The owner of the property applied to Islington Council for retrospective planning permission to change the use of the building.

    But the application was rejected by the council because of late-night noise and disturbance and the loss of residential housing, meaning the property can no longer be used as a hostel.

    Highbury East Liberal Democrat Councillor John Gilbert, said: “We’ve listened to what residents told us and taken action to sort out this unacceptable situation.”

    Blackstock Road - Crossing made safe

    A dangerous zebra crossing in Highbury has been made safe after action from local Liberal Democrat councillors.

    The crossing on Blackstock Road at the junction of Gillespie Road and Mountgrove Road has been almost invisible in the last few years as the paint on the crossing faded away from wear-and-tear from passing vehicles.

    Now action from local Liberal Democrat councillors means that the crossing has been restored to its former glory, with the zigzag lines and crossing re-painted so that motorists can see the crossing more clearly.

    This follows local Liberal Democrat Councillors’ success in getting additional fencing installed at the zebra crossing on Highbury Park between Riversdale Road and Conewood Street, which is used by youngsters at St John’s Highbury Vale Primary School.

    Liberal Democrat Councillor Terry Stacy said: “This crossing has been almost invisible for years now due to the high number of users as well as cars, lorries and buses making the paint fade away.

    Now pedestrians can cross knowing that drivers can see why they are crossing the road there. Motorists also have no excuse now not to slow down so people can cross in safety.”

    Police set up new team to tackle youth crime

     In response to concern about youth violence in Islington, a new Youth Engagement Team has been set up by police.

    The Youth Engagement Team (YET) will help prevent serious youth violence and knife enabled crime in Islington in the long-term through engagement and diversionary activities. It will complement the short-term enforcement tactics already in place.

     

    Sergeant Andy Briers is leading the team with support from four police constables - Ed Stevens, Emlyn Hughes, Andy Day and Tim Cooke, all of whom have a strong interest in youth issues and excellent local knowledge. Between them they have a breadth of relevant experience which includes having worked on local Safer Neighbourhood Teams and in local schools including the Pupil Referral Unit Project .

     

    The simple aim of the YET is to prevent harm - by young people as perpetrators and to young people as victims. The Team will engage with young people who are involved in or are at risk of becoming involved in violent crime and gangs. They will prevent teenagers coming to harm through intervention and diversionary activities and will visit the homes of Islington’s most prolific offenders as well as victims of knife crime.

     

    Working closely with other agencies such as the Youth Offending Service and youth workers from Islington Council they will visit areas where teenagers hang around and encourage them to take part in other more positive activities already provided by the police and the council.

     

    A large number of engagement activities are already being carried out by police in Islington. During a 23-week period, local Safer Neighbourhoods Teams and Safer Schools Officers carried out 658 engagement activities and events in Islington. The YET will co-ordinate these activities as well as providing additional ones aimed specifically at young people who are at risk.

     

    The team, which has been up and running since 13th October 2008 has already carried out numerous activities including: -

     

    ·         Conducting daily intelligence checks on young people who have come to notice, then contacting these young people and their families/guardians.

    ·         They have made numerous home visits.

    ·         They profile, monitor and assess the progress of prolific offenders.

    ·         They are running a Princes Trust programme with Project 16 two afternoons per week.

    ·         They are liaising with Haringey Council to set up a running track at Finsbury Park for students from the local pupil referral unit.

    ·         With local churches, they are developing a youth club to cater for 50 young people.

    ·         They are liaising with the Youth Offending Service to produce a definitive list of activities for young people In Islington.

    ·         Following the success of the Met’s partnership with MTV, EMI, charity XLP and the Safer London Foundation for MTV’s ‘Pimp My Ride’, they are liaising with the Islington garage which performed the make over of the police van and who have offered to give 12 young people apprenticeships at the garage.

    Superintendent John Sutherland from Islington Police said;

    ‘We realised that we needed to complement our positive approach to enforcement with additional resources to support engagement - specifically with those young people who are involved in violent crime. The Youth Engagement Team aims to support potential victims and to help those most at risk of offending by building trust and diverting them towards positive activities.’

    Works start to Highbury Grange 20mph zone

    Just so you know, works start 10 November 2008 – completion due end April 2009 (weather permitting)

    This sounds like a long time but each part of the road will be done a section at a time and include:

    • raised crossings at certain entry points to the zone

    • a raised junction at Highbury Grange / Aberdeen Road

    • installation of new humps in Sotheby Road, Northolme Road, Kelross Road and Highbury Grange.

    There will be temporarily close roads and divert traffic to neighbouring roads until each of the works have been completed. There will also be occasions when parking bays need to be suspended or areas are coned off and the first week of the parking suspension will be in  Balfour Road.

    We know things don’t always go to plan we hope you will tell us if there are any problems.  Then we can sort them out.

    Boris backs a better Highbury Corner - at last!

    After a long-running LibDem campaign, Boris has now gone public in his support for plans to reshape Highbury Corner. 
    At their meeting last week with the Mayor, he said that he was supportive of the scheme to allow pedestrians access to the green space in the middle of the roundabout, but that both the Council and TfL still need to find funding.
    Cllr Laura Willoughby said: says: “Highbury Corner is one of the most used but least loved public spaces in our borough. Boris’s support for the scheme is very welcome at this time as we continue to work to find the funding necessary to start work together on this prime location in Islington.”  

    The campaign to improve Highbury Corner has been a long-standing political goal for the LibDems.  Although former mayor Ken Livingstone was signed up to the plans, Boris wasn’t convinced and your local councillors have been fighting since May to get the scheme back on the drawing board.  There has been a delay of almost a year since the public consultation.  So it’s a big success to get Boris behind the scheme.

    The Mayor responds - crossings outside High & I station

    After much propbing the Mayor tells is ‘they are compliant’ so will not listen to residents concerns about the crossing time at this busy junction. - but they will look again and have promised to get back to us.  the full text of the question and answer are below.

    Question - Will you ask TfL to review the pedestrian waiting times and crossing times at the crossings outside Highbury & Islington station and at the junction of Upper Street and Islington Park Street, as both are too long and pedestrians are taking risks to save time?

    Answer - The pedestrian wait and crossing times at the pelican crossing at Highbury & Islington Station are compliant with the guidelines set by the Department for Transport (DfT). Decreasing this would have serious implications for traffic operations at Highbury Corner Gyratory. The timings at this site are reviewed on a regular basis and TfL believe the current timings provide the appropriate balance between the competing demands.  

    The signal timings at the junction of Upper Street with Islington Park Street, similarly, are designed to achieve the optimal balance for traffic on all approaches while keeping pedestrian wait times to a minimum. The timings at this junction again, are compliant with guidelines set by the DfT.

    Notwithstanding the above, given your specific concerns, I have asked TfL to look again at these two locations to determine if they are able to make any further adjustments for pedestrians without imposing undue delay on traffic operations.  TfL will update you on their findings

    Crack House closed

    Police have closed down a crack house in Highbury after neighbours complained of anti-social behaviour by drug users. Local Lib Dem Councillors Terry Stacy, John Gilbert.  A survey of residents in Highbury East ward revealed that drug-related antisocial behaviour was their biggest concern.

    Sergeant Colin Francis, of the Highbury East Safer Neighbourhood Team, said: “We are aware some residents are concerned about drug use. I would like to reassure them we are taking strong, decisive action by shutting down addresses connected to drugs and antisocial behaviour.”

    Town Hall Lib Dem housing and crime chief Councillor Terry Stacy and Laura Willoughby took up the issue. The address, in Catherall Road, is just one of several homes on the Highbury Quadrant estate being monitored by police.

    Officers requested permission to close the property after finding seven crack pipes and other evidence of drug use during a raid in August. After hearing anonymous evidence from residents, Highbury magistrates issued a closure order recently. The house will now remain shut for three months while Homes for Islington pursues court action to evict the tenant permanently.

    The Highbury East Safer Neighbourhoods police team, that investigates drug use and anti-social behaviour, is targeting other addresses on Highbury Quadrant and in Highbury New Park in the hope of securing further closure orders. This move is fully supported by your local Liberal Democrat Councillors.

    Cllr Terry Stacy said: “Our estate residents deserve to live their lives without having to put up with drugs. There is no place for this behaviour in Highbury, let alone Islington, so people be warned.”

    He was joined by fellow Highbury East Councillor Laura Willoughby who said “Action speaks louder than words and we are delighted that the police took the action they did. The Council will do all it can to make sure places like this are closed and our estates are drugs free”

    Highbury Roundhouse Cash Boost

    Local Lib Dem Cllr Terry Stacy secured over £31,000 worth of funding for the Roundhouse to carry out much needed repairs/improvements. These included redecorating the centre’s toilets, improving the ventilation system, replacing the surface outside the children’s play area, and renovating the centre’s three kitchens. Terry said “The Highbury Roundhouse is a key part of the our neighbourhood and these repairs were long overdue. I was delighted the Council listened to my appeal and granted the centre the funds”

    Arvon Road Planters

    As a result of the work of your Liberal Democrat councillors, funding has been secured to install new street planters, with new plants and trees at the junction of Arvon Road and Ronalds Road.

    More details are to follow from the Council Greenspace division who are leading on this. Residents will be encouraged to join Greenspace in planting and looking after them. We have also secured funds for new planting and improvements to the Community Garden in Arvon Road, which we are taking forward with the residents who look after it. More news to follow.

    Paving the way

    A number of streets and roads across Highbury have a new look as a result of the work of your local Liberal Democrat councillors. Highbury Place and Highbury Crescent have joined Baalbec Road, Liberia Road, Fergus Road, Gallia Road, Corsica Street, Calabria Road, Framfield Road and the east end of Ronalds Road, which have all been resurfaced and had their pavements renewed.

    Liberal Democrat councillor John Gilbert said “We used the introduction of a 20mph zone in the area to lobby for these works to be done, and am delighted we were successful in securing the money to do it. Over £16 million is being spent by the Lib Dem Council in tackling the decades of Labour underinvestment in Islington’s roads.”

    He was joined by fellow Highbury East Councillor Laura Willoughby who said “We are also pleased to report back that as aresult of our lobbying, the paving on Ronalds Road and Arvon Road adjoining the former Murphy’s Site,(now Robinswood Close), has been replaced. With Murphy’s paying for it, it’s great news for residents.”

    Safer Crossing Campaign gets results

    John and Bike As a result of action by Highbury East Liberal Democrat Councillors the Council has undertaken a Stop and Advise Campaign targeting anti-social cycling in Highbury. At the same time as improving the crossing as part of a safer routes to school project at St John’s Highbury Vale

    Road safety concerns had been raised about the zebra crossing near St John’s Highbury Vale primary school. Cyclists were reported to be cycling over the crossing before the children and the School Crossing Patrol Officer were safely on the pavement. An initial stop and advise session with local police, was scheduled where errant cyclists were given advice on safe cycling. This was followed up a week later with an enforcement session where cyclists were fined £30 for cycling through the zebra crossing. The large majority of cyclists waited at the crossing, however four fines were issued.

    The campaign also saw major improvements to the zebra crossing and roads in front of the school, including additional fencing at the crossing, extended pavements and the introduction of a speed table at the junction of Conewood Street and Highbury Park, were the school is based.

    Cllr Terry Stacy, who is pictured with local lollypop lady Janet Wooden, said “Local parents have told us that these improvements are great and going to and throw from school is a lot safer. Janet, the local lolly pop lady, should be congratulated for being such a great advocate for improving safety at this crossing”

    TfL plan to extend red route to Sunday’s

    Local Lib Dems are fighting plans for TfL to extend the Red Route restrictions on Holloway Road to Sundays. Lib Dem objections have meant the process has been suspended for now but the threat of the extension is still very real.

    Cllr Laura Willoughby said: “We are very concerned that the proposal to extend operation of the A1 red route had been decided with no consultation with local traders and residents. The impact on local businesses (especially Camden Passage Market at the Angel) could be significant - we must protect our local shops. TfL are using Arsenal match day traffic flow figures as the reason - but we all know that matches rarely happen on Sundays.”

    TfL have been quite since we requested that they stop this mad scheme so we have tabled questions to the Mayor of London for his September Question Time. The questions are as follows:

  • Please outline TfL’s procedures for consultation on the introduction or extension of Red Routes.
  • When can Islington Council expect an answer to its objections to TfL’s proposal to introduce a 7-day Red Route along Upper Street and Holloway Road?

    We have all moaned about it for so long, and once again local Lib Dems are taking the battle of the pedestrian Crossing outside Highbury and Islington tube to City Hall - along with concerns about the crossing times at Islington Park Street/Upper Street/Canonbury Lane.

    Cllr John Gilbert said “We have tried many times before to get the timing of these crossings changed - there is just not long enough to cross! We hope a new, local Mayor, will listen this time!”

    The question, which will be asked at the September Mayors Question time asks:

    Will you ask TfL to review the pedestrian waiting times and crossing times at the crossings outside Highbury & Islington station and at the junction of Upper Street and Islington Park Street, as both are too short and pedestrians are taking risks to save time ?

    Fraudster loses Arsenal Seat

    As you know the council have been clamping down on those parking illegally and fraudulently at Arsenal match games. We have put lots of pressure and Arsenal to reduce disruption to residents as much as possible.

    As a result a season ticket holder has been banned from the next three home games. The ban was imposed after he was caught illegally using a disabled blue badge to park in local streets while attending the match.

    Cllr John Gilbert said: “Dealing with fraudster and those parking illegally will make a big difference to the good management of match days. Whilst there are many things we need to do to improve the situation for residents I am pleased to see that we are tackling blue badge fraud - it is not only illegal but very distasteful!”

    Clamping down on knife crime

    Along with working with young people to deter knife and other crime, the Council has another tool to help it tackle the problem - age restrictions on knife sales.

    It has been illegal to sell knives to under 16’s for some time now, and the council is responsible for ensuring businesses don’t do this. Those caught face huge fines. In the last year the council has increased the number of test sales and prosecutions it has brought against those selling to under 16’s.

    Cllr Terry Stacy said: “This is just one route we have for tackling knife crime. We will come down hard on anyone selling knives to under 16’s. Undercover visits make sure prosecutions stick.”

    Islington gets 6,000 new street lights

    More than 6,000 lamp posts in Islington have been replaced over the past five years as part of our promise to revamp of street lighting. Through a Public Lighting PFI Project an extra 1,360 lamp posts across the borough and replaced 1,240 traffic signposts and belisha beacons.

    Together with partners Southern Electric Contracting (SEC) the council has relit 105 miles of roads and responded to over 28,000 work requests.Whislt the big replacement programme is coming to an end there will still be more replacement and maintenance work going on - so if you have a faulty light do let us know.  But at the end of 5 years nearly every road in Highbury East has had new lamps, including hundreds of heritage lamps for our conservation areas.

    Cllr Terry Stacy, said, “Out streets are now safer and more attractive but it does not stop here - our investment in improved lighting is assured for the next 2 decades.”

    New pavements for Baalbec Rd

    Works to the pavements on Baalbec Rd will start on August 18th.  This may mean it may be necessary to introduce some parking suspensions on

    Baalbec Road

    . However, these will be kept to a minimum and the council have said they will ensure that signs are put up well in advance to give residents as much notice as possible of any restrictions.

    Noise and disruption will be kept to a minimum and as such the work will be carried out between 8am and 4pm Monday to Friday and if necessary, 8am to 1pm on Saturdays.

    Young people get funding to do good - application details

    Young people in Highbury East have an opportunity to bid for money to improve services they use - be it a local community group, sports team or arts project.

    The Youth Opportunities Fund (YOF) gives young people the chance to take decisions about the opportunities they would like to be available for themselves and other young people in Islington.  The YOF has operated for the last 2 years and has been a great success.  In 2008/9 about £300,000 will be available.

    The Fund has helped with the purchase of sports and music equipment, provided funding for residential programmes away form Islington, enabled organisations to run new programmes and provided specific support to excluded groups in the community including disabled young people. 

    Cllr Laura Willoughby, who set up Listen Up, the project that young people lead to improve services in Islington said:  “This is an excellent fund - get your imagination going, consult with friends and make sure you get what you need for your club or group.”

    The YOF is not suitable for individual sponsorship or major capital works to premises.  A separate process will run for capital based projects that will take into account the new resources for the borough from the Youth Capital Fund (£100,000), new council capital resources (£250,000), Youth Capital Fund Plus (£450,000) and an as yet unspecified amount through the Myspace programme. 

    This year there is a central application process that will manage £200,000 of the money available.  Applications can be made now and at any time through the year as the young people’s panel will meet every month.  A further £60,000 will be available through schools and an additional £40,000 in the 3 priority areas identified in the strategy: Barnsbury/Copenhagen, Finsbury Park/Tollington/Hillrise and Junction/St George’s.  

    Groups of young people can apply for as much money as they think they will need for their project.  There is a DVD to explain and promote the scheme which has been widely distributed.  The application form that needs to be completed is attached along with some FAQs.  Further advice, support and information is available through Listen Up and the key contacts are rita.burrows@islington.gov.uk and anna.spivack@islington.gov.uk alternatively Rita or Anna are contactable on 0207 527 4511.

    Open letter to Hackney re: Blackstock Rd Post Office

    Re:  Post Offices

     

    You will be aware of the widespread public opposition to the post office closure programme being promoted by the Labour Government.

     

    Islington Council has campaigned strongly against post office closures.  Although we have won the campaign to keep open

    Essex Road

    post office, other post offices are about to close – including one in

    Blackstock Road

    which is in your borough but is used by Islington residents.

     

    I am aware that the Labour Group in Islington has intimated that you wish to step in to save the post office.  I would be very pleased to meet to discuss any plans which you may have to preserve post office services in the area and to see if there is anything that we in Islington can do to help.

    Let There Be Light!

    Councillors and StreetlightsWe all know that good lighting in our streets and open spaces is important in fighting crime and making us feel safe.

    Already the street lighting in many roads around Highbury Fields has been improved. Now it is the time to improve the lighting on Highbury Fields itself. 37 new lampposts have been installed at key locations across the Fields including the area outside Highbury pool on Highbury Crescent, on Queen’s Path between Highbury Place and Highbury Crescent, and on the walkway between Highbury Terrace and Church Path. These are of the traditional style in keeping with the area.

    Cllr. Terry Stacy, pictured right, said, “Residents told us what they wanted to see improved on the fields, and we listened and delivered. Along with many streets in the area, lighting on the Fields is to be improved.”

    Bike Racks Bonanza

    A Safer St. Augustine’s Path

     St. Augustine's PathAs a result of the work of your local Liberal Democrat Councillors, St. Augustine’s Path is a lot safer for local residents.

    New lighting has been installed along the passage between Highbury New Park and Petherton Road. Anti-moped barriers have also been installed and the walkway has been resurfaced.

    This joins Kelross passage, which benefited from the same works last year.

    The Council’s Community Safety Chief Cllr. Terry Stacy said, “Residents told us these areas were of concern to them, so we listened and acted.”

    Update on Lorry Ban Crackdown - Riversdale and Mountgrove

    After positive feedback about measures to reduce abuse of Riversdale Road and surrounding streets by lorries, the Council has undertaken a second consultation about the location of restrictions like those on Theberton Street.

    Residents told the Council and local Councillors that, whilst they supported the principle of the restrictions, they were not happy about the suggested location and its effect on Mountgrove Road.

    As a result, a new location has been indentified and has been consulted on. The new location is on Riversdale Road, closer to its junction with Green Lanes, which will keep lorries out of Riversdale Road, Mountgrove Road, and surrounding streets. Local Councillor John Gilbert said, “This is a good example of the Council listening to residents and taking their views on board.”

    More Improvements to Highbury Fields

    Your local Liberal Democrat Councillors are committed to improving and protecting this unique and well-used open space for local residents and visitors alike.

    Record amounts of funding have been secured by your Councillors. Spending on facilities on and around Highbury Fields has begun, and more is planned.

    Already we have seen:

    - Over £1 million spent on the extension to Highbury Pool to improve the gym and sauna, and to build new fitness rooms;

    - The installation of solar panels on the roof of Highbury Pool to reduce its energy costs;

    - New fencing and gates at the Childrens’ Play Area;

    - New benches and litter bins installed, with more on the way;

    - Repairs to fencing around the park;

    At the Children's Play Area- Soil and turf repairs underway and new planting coming shortly.

    Cllr. Terry Stacy, who has been leading the campaign to get Highbury Fields improved, said, “Working with local residents, the Council has developed a clear vision for this great open space. These are just a few of the improvements people told us they want to see.”

    He was joined by fellow Highbury East Cllr. Laura Willoughby, who said, “We hope this is just the beginning. There is still a lot to do, so watch this space!”

    NCH moving - planning consultation underway

    NCH action for Children is moving from their beautiful site on Highbury Grove.  This will mean they will look to sell and develop their site and as a result there is an exhibition setting out the principles for the development and discuss the future of the site with representatives of NCH as well as council officers.

    The consultation runs from Monday 16 June for 4 weeks, with Monday 14 July the deadline for comments. This is being run jointly with NCH, the current occupiers and owners of the site, so the exhibition explains their reasons for moving as well as setting out our aspirations for the future of the site. They are keen to leave a good legacy behind them and to work with the council to achieve this. So far we are agreed that a residential scheme of predominately family housing built to the highest sustainable and design standards would meet both the council’s objectives and NCH’s.

    Planning Appeal - 67B, Kelvin Road

    The Department for Communities and Local Government is considering an appeal against this Council’s decision to refuse permission (dated 10 January 2008) to replace wooden windows with  PVC windows (double glazing), replacement 3 pane balcony doors with 2 pane balcony doors (double glazed)

    1. REASON: Insufficient evidence has been submitted to demonstrate that the proposed PVC windows and doors, by virtue of their design, would not be inappropriate and out of keeping with the predominant form of existing surrounding fenestration and would not have an adverse effect on the appearance of the host building and the surrounding area.  The proposal is contrary to policies D1, D4 and D11 of Islington’s Unitary Development Plan (2002) and 2.3 of Islington’s Urban Design Guide 2006.

    Officers will forward any comments, which you made at application stage, to the Planning Inspectorate. If you want to make additional comments please ensure that the Planning Inspectorate receives them by 04 July 2008, otherwise there is a risk that your comments will not be considered.

    LIB DEMS TOLD CROSS RIVER TRAM PLANS “UNDER REVIEW”.

    A question to the new Mayor by Caroline Pidgeon AM has revealed that the future of the Cross River Tram project is under threat.
     
    Boris Johnson stated that he would be reviewing the transport, economic and environmental implications of the Cross River Tram because there is no Government funding in place for the scheme.

    Cllr Laura Willoughby said, “It is of huge concern that the new Mayor is reviewing the Cross River Tram scheme. The proposal is extremely popular in communities throughout
    South London. As a new, inexperienced Mayor, he should be listening to what Londoners want.

    ‘ By crossing the river, the tram would also encourage new links between North and South London. The Mayor needs to work urgently with TfL to find a way to fund this much-needed scheme. Boris Johnson’s refusal to make a firm commitment on the Cross River Tram is very disappointing. Liberal Democrats on the Assembly will continue to press the Mayor to make the tram a priority.”

    Arsenal Tavern mobile masts - ombudsman complaint failed

    Highbury get cash boost from Arsenal fund

    Over half-a-million pounds of funding is being dished out to community groups near the Emirates Stadium in Highbury East and Highbury West.

    More than 20 organisations are set to receive money from the Arsenal FC Community Benefit Fund - a pot of cash available to help set up local projects, or continue to run existing ones.

    It includes more than £30,000 getting young people into sports projects; £30,000 to help grow organic food without the need for any green space; and over £70,000 to tenants’ and residents’ associations for community activities.

    Islington Council secured the cash as part of a legal agreement when the Emirates Stadium was built.

    Cllr Terry Stacy, said: “We asked local people to tell us how they thought this money should be spent, and we’ve listened to their views.  We are really pleased with the projects in our area that will get funding.”

    More than 80 applications were received, totalling more than £2million. Projects are near the stadium in the Highbury East, Highbury West and Holloway areas - which include some of the borough’s most deprived neighbourhoods.

    Priorities for funding included young people, older people, environmental projects, community facilities, health and skills for life. The funding was secured by Islington Council from Arsenal FC, as part of a planning agreement to build the new Emirates stadium - known as “a section 106 planning agreement.

    The projects to be funded:

    • Access to Sports Project: Sports coaching programme at community venues - £30,000
    • Centre 404: Support to disabled children and thei r families - £12,422
    • Drayton Park Primary School PTA: Improvements to school infants playground to increase activities - £12,161
    • Friends of Gillespie Home School Association: To transform the existing tarmac surface of the school playground into a Green Learning and Activity Zone - £30,000
    • Friends of Paradise Park and Islington Play Association in partnership: Improvements to children’s centre facilities and park - £26,272
    • Highbury Builders Collective: vertical wooden structures which allow communities to grow organic vegetables in small indoor spaces - £30,000
    • Highbury Roundhouse Youth and Community Centre: project supporting new estate based youth group and the roundhouses 3rd age project for older people - £29,990
    • Highbury Vale Blackstock Trust: Refurbishment of sports hall at Elizabeth House - £30,000
    • Fire Station Community Centre (Holloway Neighbourhood Group): Renovation of community facilities - £29,354
    • Hyde Village Community a nd Social Association: Aims to set up a number of activities for local people at three community locations on Hyde housing estates - £16,000

    Residents and Council loose battle for flats on the old taxi site

    Despite the council rejecting a development on Holloway Road that would blight the lives of local resident, in May the planning inspector gave the green light for the development to proceed.

    The seven storey building, which will be as high as five stories at the back, will create a overlooking and a sense of enclosure for residents in properties around Highbury Fields.

    Cllr John Gilbert said “we rejected this building because of its closeness to peoples homes. It is a shame the inspector did not agree with local representatives and residents.”

    The summary is as follows:
    I allow the appeal, and grant planning permission for the “demolition of the existing buildings on the site and the erection of a building fronting Holloway Road rising from five storeys to seven storeys and containing commercial units on the ground floor and residential units above. The erection of a second building to the rear of no.54 Holloway Road rising from five to six storeys, comprising residential units. A total of 119 units are proposed”, all at 52 Holloway Road, London N7 8JL in accordance with the terms of the
    application, Ref P071659, dated 29 June 2007, and the plans submitted with it, subject to the conditions.

    Thames Water forced to repair bad work

    The Council and Local residents in Fieldway Crescent have won a battle to ensure Thames Water to make good shoddy repair work that has ruined the street.

    Cllr Terry Stacy said “After major excavations back in March local resident expected the road to be put right, instead the road surface is poor and irregualr causing pot holes and looking a mess. It was basically a temporary repair. This is not good enough. I contacted Thames Water to get swift action.”

    After months of Thames Water refusing to undertake the work the council finally took action to bill Thames Water for the cost of the council undertaking the work they fianlly did the work. “At last!” concluded Terry

    Improvements to Highbury Fields

    As many of you know, after a long consultation process with the community a vision was agreed for Highbury Fields that is helping us make the Fields better for everyone.If you want to see a full copy of the vision click here: click here

    What has happened to the fields since the vision document?

    • new metal, bow top fencing around the play area new benches
    • installed the installation of a 20mph zone around the fields and adjoining roads
    • new and improved road crossings (near Ronalds Road) to make access to the park easier

    Below are details of what is to come:

    Improvements to the Fields Soil and Turf

    To deal with large numbers of Arsenal Fans and now summer sun seekers the grass is showing signs of wear and tear. In some areas the grass has been worn away to bare soil which is heavily compacted and increasingly susceptible to water logging. The permanent damage that could result from this is a real concern – it would create real eyesores and water problems. So the grass is going to be re-sown starting next week and up until early July, this will means some areas of the fields will be cordoned off to give the grass a chance to grow. There will also be some changes to prevent future damage. This will mean:

    North West end

    • The path to the West of the ranger’s hut will be removed and grass reinstated in its place.
    • The first set of steps will be removed, and cobble stone reinstated in its place in character with the surrounding area.
    • The post and rail fencing will be extended, down Highbury Crescent, to the second set of steps, again in character with the existing post and rail.
    • A gap in the fencing will be created opposite the Ronald’s Road crossing. This gap will have an inbuilt, extendable tube, to allow for it to be closed on Arsenal match days.
    •  Existing damaged post and rail fencing will be rebuilt

    South East end – Highbury Pool

    The area between the Highbury Place path to the playground (roughly opposite Calabria Road) and the edge of the fence to Highbury Pool is also heavily used by pedestrians and in shade for the greatest part of the year. Discussion with your councillors, residents and officers concluded that restoring grass in this area was unlikely to succeed creating a unusable space. So instead the council will fence off the area using black bow top fencing to match the playground and encourage pedestrians further up Highbury Place. There will also be planting of low growing, native shrub species to hide changes in styles of fencing. These works will be completed by the end of June 2008.

    Development of a Tree Management Plan

    By the summer of 2008, the council’s tree service will have the started consultation process for the tree management plan for Highbury Fields. This document will define the long term maintenance and planting objectives for the trees on the fields.

    Development of a Management Group for the fields

    Street cleaning changes from Mid-June

    From mid-June you should expect to see improvements to street cleaning in and around Highbury.  Street cleaning service in residential roads that will occur on the same day that refuse and recycling collections are made to ensure roads are left clean and tidy.

    The street cleaning service will also feature mobile ‘team sweeps’ that will enable a greater emphasis on litter collection and the ability to target litter hot spots at times of need. For example in high pedestrian areas, or outside schools during or after peak times.    This also means if there is a problem in your road that needs sorting outside of your normal street sweeping day - let us know and we can get it sorted.

    The Green Team will work alongside the refuse and recycling crews. They will be monitoring service delivery, encouraging the crews to do better, by putting lids back on bins, clearing up spillage and dealing with your eqnquiries.

    They will also be running a ‘Love the Street you Live In’ to encourage residents to take more care and litter less, making Highbury better for all of us!

    Highbury gets new pavements and other improvements

    The Lib Dem Council is working on a programme of street improvements across the Borough to help declutter our streets and improve access and safety.  As a result the area around Highbury Fields across to Holloway Road will get new paving and other works to make this happen.  This will also deal with the nasty mess left by the builders on Ronalds Road that we assured you would be dealt with a few months ago.

    The improvements include laying new paving on each side of the street along:

    • Highbury Crescent and Highbury Place
    • Melgund Road, Ronalds Road, Horsell Road and Arvon Road

    At the same time there will be a reduction in thethe amount of street clutter, by removing any redundant bollards, signposts etc. 

    These works will start on 6 May 2008 and finish by mid July 2008.   

    To allow the work to happen the ouncil will introduce some parking suspensions in the area - lots of notice will be given but to look out for signs. However, these will be kept to a minimum and we will ensure that signs are put up well in advance to give residents as much notice as possible of any restrictions.  The noise will also be kept to a minimum and work will be carried out between 8am and 5pm Monday to Friday and if necessary, 8am to 1pm on Saturdays.

    Cllr Terry Stacy said “I hope you will see the benefits of the improvements, it will make a big difference.  In the meantime if you have any problems with the works please do let us know.”

    New look to Petherton Road

    Petherton Road has had a facelift with new pavements and reduced traffic speeds at the junction with Green lanes. The new paving scheme has also improved access for wheelchair users and vulnerable residents with even pavements and dropped curbs.   The changes were made after a local resident raised concerns about how messy the area was and how dangerous the pavements were.  

    The resident said: I’m very pleased that the council listened to our concerns by putting in the dropped kerbs and the smooth pavement. It has enabled me to get around in my wheelchair to local shops, mini supermarket and the bus stop independently. The council also took the opportunity to resurface the traffic island and plant new trees, which look great. Other resident’s have mentioned how much they appreciate the changes and how much better the road looks.’’ 

    Cllr John Gilbert said: “This is a great improvement to the area – and we want to do more.  If you have a hotspot you feel needs improving let us know and we can work with you and the council to make it happen.”

    Lib Dem Council takes action to improve bus safety

    After many comments from residents about bus safety and bus driver behaviour the council has taken action to improve things for Islington residents on public transport.

    The aim is to ensure drivers respect the local residents and businesses along their routes, and passengers respect both drivers and fellow travellers.

    And we need you to report incidents - this allows the council, the police and transport for London to take action - including extra training for drivers so that you can be more confident when travelling by bus.

    Highbury Barn and Blackstock Road get hanging baskets

    Cllr Terry Stacy has welcomed the news that Highbury Barn and Blackstock Road are to get new hanging baskets this summer. 

    Along with Holloway Road, Upper Street and Seven Sisters Road the baskets will be go up from the 27th May with installation completed by the 14th June.  

    Cllr Stacy said: “This is great news.  Every year we are working with traders and spending more to make the barn an attractive place to shop and spend time.  The baskets will make a big difference and finally we may feel summer is coming!”

    Fieldway Crescent Tree removal

    Many of you may have heard that the council plans to remove a tree on Fieldway Crescent.  This is a large plane tree and is a very important part of the street landscape here.  We have had contact from lots of residents about this and know about the concerns of the loss of the tree.

    We have spoken to officers and this is the situation so far as we understand it:

    There are several related issues here, the health of the tree and the condition of a number of homes nearby and what the tree will be replaced with.

    Islington has lots of trees and we are very proud of these.  However, in the ten years we have represented you it has been clear that many of the trees planted decades ago were not an ideal type of tree for such built up streets.  As a council we get lots of claims from homeowners for insurance claims for damage to their home as a result of the impact very large trees.  The Fieldway Crescent case is not unique and we have dealt with many over the years.  As a result of our desire to retain as many trees as possible we have  invested in an amazing team of tree officers, equipment, surveys and policies to make sure this happens (more on this later)

    Third and final Arsenal Liaison Committee complete

    On Wednesday 13 March 2008 the council held the final AFC Liaison Committee held at Emirates Stadium. 

    The Liaison Committee was chaired by Ken Friar OBE (Director of Arsenal FC). In attendance were senior managers and representatives from all the partners that are involved in the  operations for the stadium on a match day (Transport for London, the Metropolitan Police, and the British Transport Police). A number of resident and business groups from the local community attended as well as the Arsenal FC supporters association. 

    The meeting consisted of a presentation of the results from the monitoring programme for the 2006/07 football season. The headline result of the monitoring are that Arsenal FC have achieved a transport modal split target of 12.5% for the 60,000 spectators travelling to the stadium by modes of transport other than private cars. This compares favourably with the council’s requirement of 20% or below. 

    A question and answer session followed the presentation allowing for an open forum to discuss a number of hot topics that are currently issues for the local community. This allowed the stakeholders to directly address a variety of questions raised by the local community and the council will now look at dealing with further problems.

    New Technology saves Highbury Field’s Trees

    The council’s tree service has just bought a new piece of equipment which will make themanagement of trees an easier task by being able to assess tree disease and decay.

    The equipment has already saved a tree on Highbury Fields. The ‘picus’ machine can work out the extent of decay inside a tree using sound waves, a bit like an ultra sound machine used for checking unborn babies. 

    Information gained from a picus test enables a tree officer to make a much more informed diagnosis of the condition of a tree. In the past the unknown extent of decay in a tree often left no safe option but to fell. This equipment can’t be used to assess every type of disease that affects trees, but it will be invaluable to Islington’s tree service in assessing the condition of trees with external signs of trunk decay, and will allow a wider range of management options in many cases.

    Islington is also one of only a handful of local authorities with this equipment.  See below an example of a scan, the colours indicating the different consistencies of wood, and attached, a photo of tree officer Sheridan Sayer using the picus at Highbury Fields.

    Highbury Fields- Greener, Cleaner, Safer Day a great success

    The Greener, Cleaner Safer day took place on the 7th in Highbury Fields and was a big success. The weather helped, there was plenty of sunshine many more people were in the park. Street Environment officers were present throughout the day. There were displays by Street Environment and Greenspace offering advice and information On the day the Graffiti team carried out proactive work and all graffiti was removed from all bins in the area and the bins were also washed by the ART team.The highways department repaired footway potholes in the park and Street Wardens were in attendance as were the Safer Neighbourhood Team, who made regular patrols in the park and surrounding area. Parkguard attended between 3pm and 7pm offering advice etc. with regards to dogs and several young people took up the offer of training advice and the free grooming kits that were available. 40 cubic metres of compost from Edmonton was delivered at 9am and a steady stream of residents collected it free of charge throughout the day. All the Islington staff in attendance assisted residents in loading their bags, boxes or whatever containers they brought. As this had been publicised across the borough in ‘Islington Now’ residents from across the borough took advantage of the free compost.During the course of the day approx 800 people spoke to staff asking for advice or taking information leaflets.

    Save our post office

    Meral and Laura with post office ownersFour post offices across Islington are facing the threat of closure as a result of action by the Labour Government and Royal Mail. One of those facing the “chop” is at 147 Blackstock Road.

    Highbury East Cllr Laura Willoughby has joined Liberal Democrat GLA Candidate Cllr Meral Ece, who are pictured outside the post office below. Meral and Laura have launched a petition to keep the post office open, and are urging local residents to support their campaign.

    Meral, who lives close to the post office under threat and who uses it on a regular basis, said, “Post offices like the one on Blackstock Road are a life line to communities like ours that live along Blackstock Road and across Highbury.”      

    Highbury Councillor Laura Willoughby added, “Yet another Islington post office bites the dust. Labour and the Royal Mail just don’t care about us.” You can sign the petition by clicking here

    Highbury East benefits from council budget

    YOUR LIB DEM COUNCIL is working hard to cut waste and red tape so we can keep Council Tax down. The rise of 2.5 % this year is well below inflation. It is also one ofthe lowest increases in

    London - again.  This is the SEVENTH year running Islington Liberal Democrats have KEPT THEIR PROMISE to keep council tax levels below the average for

    London
    . It is lower than Labour-run Hackney and Haringey. “Islington has one of the lowest council tax increases you will find anywhere in

    London
    said Cllr John Gilbert. “That’s because we are tough on cutting out waste and bureaucracy. And by managing council finances well we can still afford to invest in services that really matter like schools, housing and sports centres.”   Despite big cuts in government funding provided to Islington, Lib Dems on the council have made sure that vital frontline services have been protected, with NO CUTS. That’s been achieved by making £8 million of efficiency savings and cutting waste. The council is also selling off surplus office buildings to reinvest in housing, leisure centres and schools.

    Liberal Democrat budget plans just agreed will:

    • rebuild Highbury Grove and every other secondary school in Islington, and build new primary schools.

    • build the first new council housing in a generation.

    • deliver record spending of £16 million to repair roads and pavements across the borough. Already,

      Corsica Street

      and

      Calabria Road

      have been done.

    • rebuild Finsbury Leisure Centre and Sobell Leisure Centre to bring Islington a real Olympic Legacy we can be proud of.

    Residents can also look forward to:

    • improved street cleaning and recycling across the borough.

    • a crackdown on crime as the council pays for more police and for work to stop young people getting involved with gangs and knife crime.

    Listening To ResidentsThe Lib Dem budget plans follow a major consultation exercise with residents and businesses. This produced a record response rate and made it clear that residents’ priorities were tackling crime and anti-social behaviour, cleaner streets and improving schools. 

    Labour Refused To Back PlansDespite record investment in the borough and a budget based on residents’ priorities, Labour councillors REFUSED to support the proposals. 

     

    Climate Change Fund projects in Highbury

    As many of you have just received your council tax bills again it is worth looking at the projects that have been agreed in this area as a result of your donations to the climate change fund.  As you will remember, along with £3m from the council, residents were able to donate their council tax discount of £20 to the fund.  The aim of the Climate Change Fund is to fund individuals and projects to improve the environment.  Residents can bid for help with projects in their own home (for more information click here. ) and community and public buildings can apply for match funding.  In Highbury the following projects have been approved:

    • Highbury Pool - over £100,000 towards solar thermal energy
    • New Park Day Centre - nearly £20,000 towards solar thermal energy
    • The Ecology Centre had over £20,000 for a biomass boiler
    • Residents in Birchmore Walk on the Highbury Quadrant Estate will get  solar thermal energy

    And there are lots more projects to come.  If you run a community building or have ideas for a project do let us know.

    Security at Starbucks Highbury Corner

    Did you know Starbucks at Highbury Corner has ONE BAG A DAY STOLEN from its premises? Did you know they do very little about this and have no plans to help protect its customers? I think residents in Islington deserve better from its retailers, especially large profitable chains like Starbucks.  So I hope you will sign my petition calling for them to take action.     Martin and Maryse recognised for dedication to Highbury Fields

    mayors_civic_awards.jpgHighbury East ward Councillors were proud to nomiante Maryse Lassartesse-Jones and Martin Jones for the Mayors Civic Award last week.  Martin and Maryse are treasurer and chairman of the Highbury Fields Association.

    For ten years they have worked relentlessly for the conservation and improvement of the fields and surrounding area, including the new tennis courts, the children’s playground and the transformation of the Oasis Café.

    Cllr John Gilbert in his nomination speech said “It is great to be able to recognise the hard work of martin and Maryse, they give so much of their time and to reward such dedication is fantastic.”

    The Mayors Civic Awards recognise residents of the borough for their major and unique contribution to life in Islington. People like Martin and Maryse often go unnoticed, so the awards ceremony was a way to say a big ‘thank you’ to all of them.

    If you know of someone who does a lot for the community here in Highbury do let us know and we can ensure they are nominated next year.

    Lib Dem car club initiative wins praise

    Islington Council has won an award from Transport for London for the Transport Team/Partnership of the Year.  The award recognises the groundbreaking partnership between the Council and  Streetcar - the pay-as-you-go car club scheme. lt has the most number of cars in the country due to the Lib Dem council developing a pro-active relationship with the scheme - setting aside residents bays across the borough for the cars and 2 vans!

    There are 7 cars in Highbury East alone - two at Highbury Fields, and others parked at Baalbec Road, Highbury New Park North and South, Highbury Grove and Riversdale Road as well as may others within easy reach.  

    Cllr Laura Willoughby who uses the scheme said “It is worth joining, there is always a car available not far from my home and it is great for shopping and picking up my Lib Dem leaflets!”
